Since the outbreak of the second popular uprising (Intifada), the situation in the Middle East has resulted in unprecedented deterioration. With the intensification of the occupation of the Palestinian Territories, military violence and terrorist acts have multiplied.
The security based approach defended by Israel and supported by the United States has inflamed the region and continues to prove its limitations. This strategy must be replaced with a political solution based on compliance with international law and the United Nations' resolutions. Only an end to the occupation of the Palestinian Territories will assure Israeli and Palestinian communities the security and peace they are both seeking.
And yet a possible political solution to this conflict has always been at hand. The European Union, and in particular France, have defended this point of view for a number of years and can act as a legitimate mediator between the two parties. As Israel's foremost economic partner, the EU has the means to pressure or push the Israeli government into complying with international law : the EU-Israel association agreement. Signed in 1995 and brought into effect in 2000, this agreement targets three objectives : the development of free trade, the reinforcement of cooperation and the establishment of regular political dialogue between the parties. It is based on a respect for Human Rights and the adherence to democratic principles.
The association agreement, whose clauses are systematically violated by Israel, represents a powerful tool to enable the European Commission and its member States to reaffirm their position, and to help stop the violence and the occupation of the Palestinian Territories. Member States must react by suspending this agreement as long as Israel is not willing to adhere to its measures. The European Parliament has just adopted a resolution which calls for the Council and the European Commission to suspend the agreement (1). This is also what we are asking them today.
Objectives
This campaign aims to put an end to Israel's occupation of Palestinian territories so as to get out of the logic of war and achieve just and sustainable peace between the two peoples.
To do so we're asking:
- the French President of the Republic to demand that the European Union and the Association Council suspend the EU-Israel Association Agreement as long as human rights and rule of origin violations don't stop.
- the European Commission to suspend the agreement and to demand reparations for the destruction of EU-financed Palestinian facilities from the Israeli government.
- the Association Council to suspend the agreement and to actually establish serious and regular dialogue on human rights in the territories, as stated by the agreement.
